House Releases Budget Resolution Framework

In a significant step towards the much-awaited tax legislation, the House of Representatives has finally unveiled the Budget Resolution that will serve as the framework for the new tax bill. While this resolution does not contain the actual tax provisions, it lays out the spending cuts and increases across various committees and departments, paving the way for the forthcoming tax bill.

$4.5 Trillion Allocation for Tax Cuts

The Ways & Means Committee, which holds jurisdiction over tax legislation, has been allocated a substantial $4.5 trillion to implement tax cuts.

According to the Tax Foundation, this allocation provides sufficient fiscal space to fully extend the Tax Cuts and Jobs Act (TCJA) for another decade.

However, Jason Smith, Chair of the Ways & Means Committee, calls this a “fair” starting point, suggesting that additional funds may be necessary to fulfill all of former President Trump’s tax-related promises.

The Ways & Means Committee is also tasked with finding an additional $1.5 trillion in tax cuts if the other committees cannot identify appropriate spending reductions.

Promised Tax Relief Measures

These promises encompass a wide array of tax relief measures, including:

  • Eliminating taxes on tips
  • Eliminating taxes on Social Security benefits for seniors
  • Eliminating taxes on overtime pay
  • Renewing the Trump-era tax cuts
  • Adjusting the state and local tax (SALT) deduction cap
  • Ending tax breaks for billionaire sports team owners
  • Closing the carried interest loophole
  • Providing tax incentives for “Made in America” projects 🇺🇸

Balancing Budget Constraints

Given the current $4.5 trillion allocation and the potential need for an additional $1.5 trillion in tax cuts, it remains to be seen how the Ways & Means Committee will prioritize and incorporate these various provisions while staying within the overall budget constraints.

The committee may need to explore alternative revenue sources, make trade-offs, or rely on the spending cuts from other committees to achieve the desired tax relief.

Upcoming Markup Process and Timeline

The release of the Budget Resolution marks a crucial milestone in the journey towards passing the tax legislation. However, the real test lies ahead, as the markup process begins tomorrow. It is worth noting that this resolution falls under the 2025 Budget Resolution, which must be finalized by September 30th, adding a sense of urgency for Congress to act swiftly.

Senate’s Diverging Strategy

Meanwhile, the Senate is taking a different approach, opting for a “skinny” resolution that focuses on immigration, defense spending, and border security in the near term while delaying the tax legislation for a later date.

This divergence in strategies between the House and the Senate underscores the complex negotiations and planning required to pass such comprehensive tax reforms.

Shared Goal: Swift Passage of the Tax Bill

Both chambers share the goal of presenting President Trump with a bill to sign as quickly as possible.

However, the House believes that everything must be addressed immediately, while the Senate prefers to take more time to deliberate and strategize.
